According to Guan Baiyu, the nine industry standards formulated by the Semiconductor Lighting Standards Working Group of the Ministry of Industry and Information Technology were implemented on January 1 this year. Seven national standards and two industry standards for lighting fixtures have been issued and implemented on May 1. "This year, there will be a number of national and industry standards that will be completed and submitted for approval. At the same time, a number of standards are being studied and formulated."

According to Yu Anqi, deputy director of the National Electric Light Sources Quality Supervision and Inspection Center (Shanghai), a source of the “Economic Information Daily” reporter revealed that among the new LED standards promulgated in 2009-2010, there were only nine national standards.

"The absence of standards and testing systems is not only related to the time required for testing, but also to the lack of domestic core technology patents. It is necessary to refer to international standards, and international standards research is still in its infancy."

According to Jun Jun, deputy secretary-general of the National Semiconductor Lighting Engineering R&D and Industry Alliance, the "12th Five-Year Plan" for semiconductor lighting includes several aspects such as strengthening standards and testing research and development, increasing the localization rate of chips, expanding the application range, and opening up the industrial chain. For the merger and reorganization of enterprises that opened up the industry chain, Yu Jun said when accepting the “Economic Information Daily” question, there is still lack of relevant fiscal and taxation policies and support, and joint development and reform commissions and policy banks are required to strive for policy and credit support.

According to the industrial concentration target set out in the “Opinions on Energy-saving Development of Semiconductor Lighting”, by 2015, China will have about 10 backbone leading enterprises, including 3-5 upstream chip-scale production enterprises.

Liu Shiping believes that the development of the LED industry ultimately needs to rely on product standards and energy efficiency standards and other policies to guide "for the development of the entire industry, the government can only guide the policy through the formulation of standards or product subsidies, so as to achieve the LED industry and the strength of the enterprise Bigger and stronger."
