In order to promote the effective implementation of national semiconductor lighting projects, strengthen the joint research and development of patents between national semiconductor lighting engineering R&D and industry alliance members, cross-licensing of patents, or mutual preferential use of each other's patented technologies, and jointly issue joint licensing statements to the outside of the alliance.
