Article 11 After an accident occurs, the relevant units and personnel shall properly protect the accident site and related materials such as working logs, work tickets, and operation tickets, and timely save the fault recorder, power dispatch data, generator set operation data, and power transmission and transformation equipment. Article 13 An electric power enterprise shall, in accordance with the relevant provisions of the State, formulate its own accident emergency plan.
The power regulatory agency shall guide the power companies in strengthening the construction of emergency rescue teams and improve the emergency material reserve system.
Article 14 After an accident occurs, the relevant power company shall immediately take appropriate emergency measures to control the scope of the accident and prevent the system from collapsing and disintegrating. If the accident threatens the safety of people and equipment, the power plant and substation personnel on duty may follow. Relevant regulations immediately take emergency measures such as stopping generator sets and power transmission and transformation equipment.
Where an accident causes damage to electrical equipment or facilities, the relevant power company shall immediately organize a repair.
Article 15 According to the specific conditions of an accident, the power dispatching agency may issue power dispatching orders such as turning on or off the generator set, adjusting the active and reactive load of the generator set, adjusting the power grid operation mode, adjusting the power supply dispatching plan, and the power generation enterprise and the power user. Article 18 Where an accident causes the interruption of power supply to an important power user, an important power user shall quickly start the self-contained emergency power supply in accordance with the relevant technical requirements; if the self-prepared emergency power source is not effective, the power grid enterprise shall provide the necessary support.
Where an accident causes a power outage at a crowded place such as a subway, airport, high-rise building, shopping mall, theater, sports stadium, etc., the emergency lighting shall be promptly activated and the personnel shall be evacuated in an orderly manner.
Article 19 To restore power grid operation and power supply, priority shall be given to ensuring the restoration of power plant power supplies, important power transmission and transformation equipment, and electric backbone grids of major power plants, and priority shall be given to restoring the power supply of important power users, important cities, and key areas.
Article 20 The accident emergency commanding agency or the power regulatory agency shall, in accordance with relevant regulations, issue unified, accurate and timely information on the scope of the accident, the progress of the disposal, and the expected time for restoration of the power supply.
Chapter IV Accident Investigation and Treatment Article 21 The special accidents shall be investigated by the accident investigation team of the State Council or a department authorized by the State Council.
The major accidents were organized by the State Electricity Regulatory Authority to organize an accident investigation team to investigate.
Large accidents and general accidents were investigated by the electric power supervision agency organized by the accident investigation team. If it is deemed necessary by the power regulatory agency of the State Council, an accident investigation team may be organized to investigate major accidents.
In the event of a general accident that does not result in a blackout of the power supply user, the power regulatory agency that has caused the accident may also entrust the accident-producing agency to investigate and handle it.
Article 22 According to the specific circumstances of the accident, the accident investigation team shall be composed of electric power regulatory agencies, relevant local people's governments, safety production supervision and management departments, and relevant departments with the responsibility for safety production supervision and management; related personnel shall be suspected of negligence or dereliction of duty. Or suspected of committing a crime, it shall invite supervisory organs, public security organs, and people's procuratorates to send people to participate.
According to the needs of the accident investigation work, the accident investigation team may employ relevant experts to assist in the investigation.
The head of the accident investigation team is appointed by the organization of the accident investigation team.
Article 23 The accident investigation team shall carry out an accident investigation in accordance with the relevant regulations of the State, and submit an accident investigation report to the organization organizing the accident investigation team within the following time limit:
(1) The investigation period for special major accidents and major accidents shall be 60 days; under special circumstances, the approval of the organization of the accident investigation team may be extended as appropriate, but the extension period must not exceed 60 days.
(2) The investigation deadline for major accidents and general accidents is 45 days; under special circumstances, the approval of the organization of the accident investigation team may be extended as appropriate, but the extension period must not exceed 45 days.
The accident investigation period is calculated from the date of the accident.
Article 24 The accident investigation report shall include the following contents:
(1) Overview of accident-producing units and accidents;
(2) The direct economic loss caused by the accident and the impact of the accident on the normal operation of power grid operation and electricity (thermal power);
(c) the cause of the accident and the nature of the accident;
(4) Emergency handling of accidents and restoration of power production and power grid operation;
(5) Accident liability determination and handling suggestions for responsible units and responsible persons;
(6) Accident prevention and rectification measures.
The accident investigation report shall be accompanied by relevant evidence and technical analysis reports. Accident investigation team members should sign the accident investigation report.
Article 25 The accident investigation report is submitted to the organization of the accident investigation team of the organization and the accident investigation work is completed; the general accidents investigated by the commissioned accident investigation unit shall be reported to the electric power regulatory agency at the place where the accident occurred.
The relevant agencies shall punish the unit where the accident occurs and related personnel in accordance with the law, and impose sanctions on the state staff responsible for the accident.
The accident-producing entity shall handle the personnel responsible for the accident in this unit.
Article 26 The accident-producing unit and relevant personnel shall seriously learn lessons from accidents, implement accident prevention and rectification measures, and prevent accidents from occurring again.
The electric power regulatory agencies, safety production supervision and management departments, and relevant departments with the responsibility for safety production supervision and management shall supervise and inspect accident-prevention units and related personnel in the implementation of accident prevention and rectification measures.
Chapter V Legal Liabilities Article 27 If the main responsible person of an electric power enterprise having an accident commits one of the following acts, the electric power regulatory agency shall impose a fine of 40% to 80% of the previous year's annual income; if it belongs to a national staff member, And to be given a punishment according to law; if it constitutes a crime, criminal responsibility shall be investigated according to law:
(1) Failure to immediately organize an accident to rescue;

Article 28 If an electric power company and its related personnel who have an accident commit one of the following acts, the electric power regulatory agency shall impose a fine of not less than 1 million but not more than 5 million yuan on the electric power enterprise; the main responsible person and the person directly in charge shall be responsible for it. Article 29 If a power company is responsible for the accident, the power regulatory agency shall impose a fine in accordance with the following provisions:
(1) Where a general accident occurs, a fine of 100,000 yuan up to 200,000 yuan shall be imposed;
(2) If a major accident occurs, a fine of 200,000 yuan up to 500,000 yuan shall be imposed;
(3) Where a major accident occurs, a fine of 500,000 yuan up to 2 million yuan shall be imposed;
(4) Where a special major accident occurs, a fine of 2 million yuan up to 5 million yuan shall be imposed.
Article 30 If the main responsible person of a power company fails to perform the duties of safety production management in accordance with the law, resulting in an accident, the power regulatory agency shall impose a fine in accordance with the following provisions; if it belongs to the national staff, it shall be punished according to law; if it constitutes a crime, it shall be prosecuted according to law. responsibility:

Chapter 6 Supplementary Provisions Article 34 The occurrence of an accident as prescribed in these Regulations and causing casualties or direct economic losses at the same time shall be different from the accident levels determined in accordance with the Regulations for the Reporting and Investigation of Production Safety Accidents. Article 18 Where an accident causes the interruption of power supply to an important power user, an important power user shall quickly start the self-contained emergency power supply in accordance with the relevant technical requirements; if the self-prepared emergency power source is not effective, the power grid enterprise shall provide the necessary support.
Where an accident causes a power outage at a crowded place such as a subway, airport, high-rise building, shopping mall, theater, sports stadium, etc., the emergency lighting shall be promptly activated and the personnel shall be evacuated in an orderly manner.
Article 19 To restore power grid operation and power supply, priority shall be given to ensuring the restoration of power plant power supplies, important power transmission and transformation equipment, and electric backbone grids of major power plants, and priority shall be given to restoring the power supply of important power users, important cities, and key areas.
Article 20 The accident emergency commanding agency or the power regulatory agency shall, in accordance with relevant regulations, issue unified, accurate and timely information on the scope of the accident, the progress of the disposal, and the expected time for restoration of the power supply.
Chapter IV Accident Investigation and Treatment Article 21 The special accidents shall be investigated by the accident investigation team of the State Council or a department authorized by the State Council.
The major accidents were organized by the State Electricity Regulatory Authority to organize an accident investigation team to investigate.
Large accidents and general accidents were investigated by the electric power supervision agency organized by the accident investigation team. If it is deemed necessary by the power regulatory agency of the State Council, an accident investigation team may be organized to investigate major accidents.
In the event of a general accident that does not result in a blackout of the power supply user, the power regulatory agency that has caused the accident may also entrust the accident-producing agency to investigate and handle it.
Article 22 According to the specific circumstances of the accident, the accident investigation team shall be composed of electric power regulatory agencies, relevant local people's governments, safety production supervision and management departments, and relevant departments with the responsibility for safety production supervision and management; related personnel shall be suspected of negligence or dereliction of duty. Or suspected of committing a crime, it shall invite supervisory organs, public security organs, and people's procuratorates to send people to participate.
According to the needs of the accident investigation work, the accident investigation team may employ relevant experts to assist in the investigation.
The head of the accident investigation team is appointed by the organization of the accident investigation team.
Article 23 The accident investigation team shall carry out an accident investigation in accordance with the relevant regulations of the State, and submit an accident investigation report to the organization organizing the accident investigation team within the following time limit:
(1) The investigation period for special major accidents and major accidents shall be 60 days; under special circumstances, the approval of the organization of the accident investigation team may be extended as appropriate, but the extension period must not exceed 60 days.
(2) The investigation deadline for major accidents and general accidents is 45 days; under special circumstances, the approval of the organization of the accident investigation team may be extended as appropriate, but the extension period must not exceed 45 days.
The accident investigation period is calculated from the date of the accident.
Article 24 The accident investigation report shall include the following contents:
(1) Overview of accident-producing units and accidents;
(2) The direct economic loss caused by the accident and the impact of the accident on the normal operation of power grid operation and electricity (thermal power);

(4) Emergency handling of accidents and restoration of power production and power grid operation;

Article 25 The accident investigation report is submitted to the organization of the accident investigation team of the organization and the accident investigation work is completed; the general accidents investigated by the commissioned accident investigation unit shall be reported to the electric power regulatory agency at the place where the accident occurred.
The relevant agencies shall punish the unit where the accident occurs and related personnel in accordance with the law, and impose sanctions on the state staff responsible for the accident.
The accident-producing entity shall handle the personnel responsible for the accident in this unit.
Article 26 The accident-producing unit and relevant personnel shall seriously learn lessons from accidents, implement accident prevention and rectification measures, and prevent accidents from occurring again.
The electric power regulatory agencies, safety production supervision and management departments, and relevant departments with the responsibility for safety production supervision and management shall supervise and inspect accident-prevention units and related personnel in the implementation of accident prevention and rectification measures.
Chapter V Legal Liabilities Article 27 If the main responsible person of an electric power enterprise having an accident commits one of the following acts, the electric power regulatory agency shall impose a fine of 40% to 80% of the previous year's annual income; if it belongs to a national staff member, And to be given a punishment according to law; if it constitutes a crime, criminal responsibility shall be investigated according to law:

Article 28 If an electric power company and its related personnel who have an accident commit one of the following acts, the electric power regulatory agency shall impose a fine of not less than 1 million but not more than 5 million yuan on the electric power enterprise; the main responsible person and the person directly in charge shall be responsible for it. And other directly responsible personnel shall be imposed a fine of 60% to 100% of the previous year's annual income and shall be punished according to law if they fall into the category of national staff; if it constitutes a violation of public security administration, public security organs shall impose penalties for public security administration according to law; , investigate criminal responsibility according to law:

Article 29 If a power company is responsible for the accident, the power regulatory agency shall impose a fine in accordance with the following provisions:
(1) Where a general accident occurs, a fine of 100,000 yuan up to 200,000 yuan shall be imposed;
(2) If a major accident occurs, a fine of 200,000 yuan up to 500,000 yuan shall be imposed;
(3) Where a major accident occurs, a fine of 500,000 yuan up to 2 million yuan shall be imposed;
(4) Where a special major accident occurs, a fine of 2 million yuan up to 5 million yuan shall be imposed.
Article 30 If the main responsible person of a power company fails to perform the duties of safety production management in accordance with the law, resulting in an accident, the power regulatory agency shall impose a fine in accordance with the following provisions; if it belongs to the national staff, it shall be punished according to law; if it constitutes a crime, it shall be prosecuted according to law. responsibility:

(2) If a major accident occurs, a fine of 40% of the previous year's annual income shall be imposed;

Article 31 Where a person in charge of a power company is dismissed from a position or imposed criminal punishment in accordance with the provisions of Articles 27, 28, and 30 of these Regulations, it shall be subject to the day of punishment or the completion of execution of the penalty. Within 5 years, it shall not be the principal person in charge of any production and business unit.
Article 32 Where any of the following acts is committed by the power regulatory agency, the local people's government concerned, and other relevant departments that have the responsibility for supervision and administration of production safety, the person directly in charge and other directly responsible personnel shall be given sanctions; directly responsible; If a person in charge or other directly responsible person commits a crime, he shall be investigated for criminal responsibility according to law:

Article 33 If the personnel involved in the accident investigation have one of the following acts in the accident investigation, they shall be disciplined according to law; if the crime is constituted, criminal responsibility shall be investigated according to law:
(1) Being irresponsible for accident investigation work, resulting in major omissions in accident investigation work;
(2) Protecting or protecting those responsible for accidents or taking the opportunity to fight revenge.
Chapter 6 Supplementary Provisions Article 34 The occurrence of an accident as prescribed in these Regulations and causing casualties or direct economic losses at the same time shall be different from the accident levels determined in accordance with the Regulations for the Reporting and Investigation of Production Safety Accidents. Anyone who has a higher accident grade determines the grade of the incident and investigates and deals with it in accordance with the provisions of this Regulation. Article 35 Where there is no provision for accident reporting and investigation and handling in this Regulation, the provisions of the "Regulations on the Reporting and Investigation of Production Safety Accidents" shall apply.
Article 36 The emergency handling and investigation and handling of nuclear accidents in nuclear power plants shall be implemented in accordance with the Regulations for the Emergency Management of Nuclear Accidents in Nuclear Power Plants.
