PHS delisting is difficult and some users take a wait-and-see attitude

At present, there are still more than 20 million PHS users in the country. According to the requirements of the Ministry of Industry and Information Technology in February 2009 to complete the PHS frequency reduction network withdrawal work by the end of 2011, it is still challenging to complete all the clearance work by the end of the year. At present, many users are unwilling to withdraw from the network, and even think that as long as the normal payment is paid, they will not withdraw from the network, resulting in slow progress in network exit.

The PHS business was officially opened in 1998, and quickly gained a vast market with its preferential tariff policy. The country’s users had exceeded 100 million at most. Due to the inability to standardize services and operations, in February 2009, the Ministry of Industry and Information Technology issued a notice requesting the completion of PHS's network clean-up before the end of 2011.

However, at present, some PHS users who can pay for the fees can still be seen in some business halls. These users have a wait-and-see attitude toward network withdrawal. These users generally stated that if the payment is normally maintained, the operator cannot stop the service.

According to the Ministry of Industry and Information Technology's “Operational status of the communications industry in May 2011”, during the period from January to May 2011, the number of PHS users nationwide decreased by 4.815 million, and the total number was 23.371 million. According to the reduction of the monthly speed of more than 900,000 households, the end of 2011, the implementation of PHS clearing will be very challenging.
