Distributed photovoltaic power generation is not a matter of power grid

On January 25 this year, Beijing’s first personally distributed distributed photovoltaic power generation project was successfully integrated into the capital grid. 41-year-old Ren Kai began to use the “micro-power station” transformed from his own roof to formally sell electricity to the national grid.

On June 20, the day of electricity bill settlement, Ren Kai received the first bill of payment for electricity billed by the Shunyi Electric Power Company. However, because natural persons are unable to open value-added tax invoices, the sale of electricity settlement is in an endless loop.

On August 15th, several reporters went to work with Ren Kai to ask for electricity. The power company, the tax bureau, and the bureau of commerce and industry all went there again and the "dead circle" still had no solution.

Can not open invoices, so that settlement of electricity sold into an endless loop

When Ren Kaigang received the statement of settlement, he was delighted and immediately went to Shunyi Power Company for electricity. However, Shunyi Electric Co., Ltd. has committed difficulties when Ren Kai converts electricity bills: “You really deserve 483 yuan for selling electricity, but according to financial procedures, you must open a value-added tax invoice.”

On June 25th, Ren Kai went to the Shunyi Taxation Bureau to open value-added tax invoices. The staff of the tax bureau shook his head: “As a natural person, there is no way to open value-added tax invoices. Only legal persons can open VAT invoices.”

On the 26th, Ren Kai went to the power company again. The power company staff decided to lower his request: "It is not enough to open an ordinary invoice!"

On the 27th, Ren Kai went to the Inland Revenue Department to apply for an ordinary invoice. The tax bureau's reply is that the distributed photovoltaic grid-connected power selling is a long-term behavior. It is not accidental and cannot be opened. To open sales of electronic invoices, you must go to the Industrial and Commercial Bureau to register a company or a self-employed person, and the business scope must include a power sales business and have power supply qualifications.

On the 28th, Ren Kai came to the industry and commerce bureau for advice, but was told that since the power generation is a national control industry involving the national economy and the people's livelihood, the business scope of ordinary companies or self-employed individuals cannot cover the business of power sales. "If you want to increase the power sales business, you must get a power supply business permit. You can try to apply to the Energy Bureau," said the staff.

On the 29th, Ren Kai telephoned the Energy Bureau. The answer was that the power supply qualification was only sent to the power station and was not open to individuals.

After ten days of tossing, he still was not able to get money. Ren Kai was very disappointed: “Frankly speaking, these departments are all working in accordance with the existing policies, and have not made it difficult for me. However, the electricity tariff of my home photovoltaic power station is settled. An unsolvable 'policy loop'."

Bowen cited concerns that the grid adopts a temporary solution

On July 23, Ren Kai posted a message on Sina Weibo, which caused many netizens and media attention.

At 5 pm on August 15th, when Ren Kai was ready to return to disappointment again, the power company called and asked him to collect the money. It turned out that after coordination, the power company decided to use a temporary solution to allow Ren Kai to write a receipt instead of an invoice.

Money was obtained, but Ren Kai thought that this temporary solution was not a long-term effective solution. "To solve this problem fundamentally, it is necessary for these departments to sit together and face the new issue of distributed photovoltaic grid-connected electricity sales. Discuss whether or not new management methods should be introduced with the times."

Good policy calls for "100m sprint"

At present, in addition to Beijing, Hebei, Shandong, Shanghai, Tianjin and other places have started building distributed photovoltaic power generation in their own homes.

The lag in subsidies directly suppresses the popularization of family photovoltaic power plants. Ren Kai calculated an account: According to the daily average of 10 kWh of design power generation, with the current purchase price of 0.4 yuan/kWh, Ren Kai's rooftop power station will take about 18 years to recover all the investment. Considering the service life of PV modules for 20 to 25 years, it is clear that this project has no investment value.

“If you add 5 cents per degree of electrical energy, you can recover the cost in 10 years. The return on investment is about 12%, which is much higher than the bank deposit rate, and it has an objective investment value.” Ren Kai said .

To make good policy produce good results, the final hundred meters sprint is the most critical. "The relevant policies of the state to encourage distributed photovoltaic generation are only a framework document and need to be refined and implemented by the power grid, taxation, industry and commerce departments, and it is not just a matter of the grid."
